A 74-year-old man has been given an Anti-Social Behaviour Order banning him from an area of Caterham town centre for five years.

James Johnson, of no fixed abode, was responsible for a series of public order offences which led to the ASBO being issued, including defecating in public, urinating on shop windows, and swearing at Police Officers.

Tandridge Safer Neighbourhood Team Inspector Angie Austin said: "The type of appalling behaviour displayed by James Johnson is something we will never tolerate as it has no place in our society.

"Throughout the last few months we worked hard with other agencies to put in place assistance for him. It became apparent that the support being offered was either being abused or not being taken up.

"It is particularly gratifying to hear that the Magistrates commended PC Wayne Stephens, the local officer, for going above and beyond what was required in order to secure help for Mr Johnson.

"We were left with no other option but to use anti-social behaviour and criminal legislation. Bringing this ASBO before the court was the result of a huge amount of hard work by our officers and I hope it reassures the community that we take their concerns seriously and will look at all of the options available in order to deal with them.”

The conditions of the ASBO, issued at Redhill Magistrates Court on Monday (November 3), prohibit Johnson from:

•Entering the exclusion zone as outlined on the map

•Using abusive or threatening language or use intimidating behaviour including exposing his genitalia in a public place

•Urinating in a public place

•Making any 999 call unless in the event of a genuine emergency, medical or otherwise

The exclusion zone covers Station Avenue from the junctions with Harestone Hill Road and Stafford Road, to the roundabout with Church Walk and Croydon Road, and from Station Avenue to Highfield Drive until its junction with Croydon Road. The conditions apply until November 2, 2019. Breaching any of the conditions is an offence.

Johnson was also fined £50 and ordered to pay a victim surcharge of £20 after failing to appear at Redhill Magistrates Court on September 1. He had previously been released on bail until August 6.
